Basement and cellar conversions: tanking, head height and whether it's worth it

Two very different projects both get called a basement conversion. The first is bringing an existing cellar — dry-stored, low, often damp — up to habitable standard. The second is excavating new basement space under a house that never had one. They share some issues but are wildly different in cost, disruption and structural risk, and it matters which one you are actually planning.

Kent's older housing stock, particularly Victorian and Georgian town properties in Canterbury, Tunbridge Wells and Faversham, often has a usable cellar footprint sitting there half-forgotten under coal-hole access. Newer and rural properties usually have none, and creating one means underpinning the entire house.

Tanking: getting the waterproofing right

Below ground, water finds a way in eventually, so a habitable basement needs a designed waterproofing system to BS 8102, not a coat of bitumen paint. The three recognised approaches are structural waterproof concrete (Type A), a tanked membrane system (Type B... sorry, terminology aside — a fully sealed internal or external membrane), or a cavity drainage system that manages water rather than trying to fully exclude it, usually with a sump and pump.

Cavity drainage is what we specify most often on retrofit projects, because it is more forgiving of existing cracked or unpredictable masonry than a fully sealed membrane, and it comes with a maintenance plan — the sump and pump need periodic checking, and a battery backup is worth having given how disruptive a pump failure is.

Whichever system is chosen, it needs designing by someone who has actually assessed the ground conditions and water table, not applied as a standard package regardless of site. Getting this wrong is the single most expensive mistake in basement work because remedial waterproofing after a room is fitted out means ripping it all out again.

Head height and what counts as habitable

Building Regulations do not set an absolute minimum ceiling height for habitable rooms, but in practice a genuinely comfortable, saleable basement room needs a clear floor-to-ceiling height of around 2.1 to 2.3 metres, and lower than that starts to feel oppressive and limits what the room can be used for.

Where an existing cellar has floor-to-joist heights of 1.8 metres or less, which is common in older Kent cottages, lowering the floor slab is often the only way to gain usable height, and that means underpinning the existing walls as the excavation goes below their foundation level — a specialist, staged process, not something done in one dig.

Light, ventilation and escape

A basement room used as a bedroom needs a means of escape in fire — usually an escape window of adequate size reachable from outside, or a protected route back up through the house — and this is a building control matter that shapes the whole layout, not an afterthought.

Daylight typically comes from lightwells: excavated external pits with a grille or glazed cover that bring a window below external ground level. They need drainage of their own, since a lightwell that floods just moves the water problem to your window rather than solving it.

  • Escape window or protected escape route for any basement bedroom
  • Lightwells sized to genuinely admit daylight, not just meet a minimum
  • Mechanical ventilation where natural ventilation cannot reach every room
  • Drainage for lightwells routed away from the tanking system, not into it

Excavating a new basement under an existing house

Creating basement space where none exists means underpinning the entire perimeter of the house in a sequenced, engineer-designed process — typically working in short sections so the building is never left unsupported, with each section poured and cured before the next opens.

This is major structural work: it needs a structural engineer, party wall agreements with every adjoining owner if you are anywhere near a boundary, and often specialist contractors for the underpinning itself even where we run the rest of the project. Costs for a new excavated basement run considerably higher per square metre than almost any other way of adding space to a house.

When it's worth it, and when it isn't

Converting an existing cellar that already has reasonable height and dry ground conditions is often genuinely good value — you are finishing space you already own rather than creating a new footprint, and the structural risk is limited to waterproofing and services rather than underpinning.

Excavating a new basement from scratch rarely competes on cost per square metre with a loft conversion or a garden-facing extension, and it only tends to make sense where the plot genuinely has no room to extend outward or upward — a terraced house with no side access and a mansard already ruled out, for instance, or a listed building where external changes are heavily restricted and going down is the only unobtrusive option.

Services, damp and the practical build sequence

Getting services into a basement — drainage in particular, since gravity usually will not carry waste back up to the sewer — often means a pumped drainage system (a macerator or sump pump arrangement), which needs power resilience thought through given a power cut also means no drainage.

We sequence the work as: structural survey and waterproofing design first, excavation and underpinning or floor lowering where needed, tanking or cavity drainage installation, then services, insulation and fit-out last, in that order, because starting fit-out before the waterproofing has proven itself over a wet season is how expensive mistakes happen.

Common questions

Do I need planning permission to convert a cellar?

Converting an existing cellar to habitable use within the existing envelope often does not need planning permission, though adding lightwells, external stairs or changing use to a separate dwelling can bring it into scope. Building Regulations approval is required regardless.

How much does basement waterproofing cost?

It varies with the system and the ground conditions, but it is one of the largest single line items in a basement project and not somewhere to economise, since remedial work after fit-out costs far more than getting it right first.

Can I add a bathroom in a basement?

Yes, but drainage usually needs a pumped system since basements typically sit below the level the main sewer can be gravity-fed from, and this should be designed in from the start rather than retrofitted.

Is underpinning dangerous to the rest of the house?

Done properly, in short engineered sections with each stage cured before the next, it is a well-established and safe technique. It is disruptive and needs vigilant supervision, which is why it is priced and programmed as its own distinct phase.

What's the difference between tanking and cavity drainage?

Tanking aims to fully exclude water with a sealed membrane or waterproof concrete; cavity drainage accepts that some water will get through the wall and manages it via a cavity, channels and a sump pump. Cavity drainage tends to be more forgiving on older, less predictable masonry.
