A specification that doesn't address head height, the new floor structure and the means of escape isn't a specification for a habitable room — it's a quote for boarding out a roof space.

Head height and roof form
The spec should state the measured or assumed head height at the stair head and across the usable floor area, and whether the design is a rooflight (Velux) conversion, a dormer, or hip-to-gable. The rafter or roof insulation specification should state thickness and type, and whether the roof is being insulated at rafter level (warm roof) or at ceiling level.
